On 17 April 2025, a regular extracurricular lesson of the School of Scientific Leadership of Kharkiv National University of Internal Affairs was held on the topic 'Improving the combat capability and combat readiness of police officers', which was conducted by Serhii Vladov, Head of the Scientific Activities Organisation Department of Kremenchuk Flight College of Kharkiv National University of Internal Affairs.
The meeting was actively attended by representatives of all university structural units, cadets, students, master's students, postgraduate students and adjuncts, as well as representatives of the Department of Information Systems and Technologies and the Department of Cybercrime Counteraction of the Institute of Education and Science No. 4, who attended the event both offline and online.
Serhii Vladov gave a historical overview of cybernetics as a science, the stages of development of neural networks, reviewed the structure of neural networks, the features of biological neural networks, and presented the names of scientists who have dedicated their lives to the study of neural networks. Separately, the speaker analysed the types of neural networks, examined in detail the peculiarities of their use in law enforcement activities, and also presented his own development together with a team of scientists of Kharkiv National University of Internal Affairs — an intelligent model of analysis of economic processes in the area as indicators of risks of influence of criminal communities.
The developed model allows to effectively reflect nonlinear feedbacks, lagging effects and spatial diffusion, which provides a more accurate prediction of the evolution of socio-economic systems and allows assessing the accumulated impacts of past states. The integration of optimal control methods and neural network algorithms for numerical solution of resource allocation optimisation problems opens up new perspectives for prompt response to crisis phenomena, contributing to both the improvement of the theoretical foundations of modelling and practical risk management.
Vitalii Naida, Head of the School of Scientific Leadership, thanked the expert for his report, which allowed students to master the technical knowledge that is the future of humanity and is already transforming approaches to the analysis of quantitative crime indicators in Ukraine. An important role in this is played by joint and interdisciplinary research of Kharkiv National University of Internal Affairs scientists published in foreign journals indexed in international scientometrics databases.
During the meeting, cadets, students, master's students, postgraduates and adjuncts from all university locations actively participated in the discussion and asked the speaker relevant questions.
